Is Abstention a Sign of Democratic Deficit or Political Vitality ?

Abstention is on the rise in any type of election, in France as well as in
numerous European countries. The expansion of this phenomenon
leads to a redefinition of the modalities of political participation and of
the attributes of modern citizenship. While systematic abstention
seems relatively stable, there is a significant growth in a sporadic relationship
with the ballot, and therefore with abstention itself. The alternative
between voting and not voting has increasingly become the rule,
and the latter is very often an instrument of political sanction.
