International Negotiation

After recalling the modification of the framework in which negotiations take place and the transition from classic to contemporary diplomacy, this article analyzes the goals which are pursued as well as the tactics used by the negotiator. It is meant to serve as a warning against the illusions of negotiations and the temptation of seeing negotiations as an end in themselves. They are only a mechanism, a tool which can be more or less useful, but they cannot substitute for power politics or transcend the divisions in a heterogenous international system. Negotiations ultimately express the power relationship existing between partners or adversaries at any given moment. They symbolize the mixture of confrontation and cooperation between two actors in the international arena who are seeking either a compromise between common and diverging interests or merely an alibi.
