Health in French Prison

The current policy of health care for prisoners operates within the framework established by the January 1994 Public Health Care Law, which entrusted the Public Hospital Service with the responsibility and the organization of treatment within the prisons. By this law, prisoners are granted the same right to health care than the free population and they are affiliated to the general health insurance scheme.
Over the last ten years a modern and efficient system of health care has been developed in the French prisons and has allowed a transition from a system of humanitarian medicine to a system of clinical medicine. However, while these reforms represent a real progress for health care in prisons, many obstacles still limit access to treatment for inmates. And while health care keeps improving in prison, prison should not become a place to get health care.
