Mr. Mitterrand’s success on May 10, 1981 was not simply and indication of a rejection of Mr. Giscard d’Estaing, but it resulted rather from a fondamental evolution in the electoral body, and in particular in the young and in the middle class salaried employees. The fall of the Communist Party in the first round of the election and the rallying of a part of Mr. Chirac’s voters in the second round were the political basis of this change. In June, the legislative elections saw the triumph of the Socialist Party, helped by significant current conditions ; so that it would be premature to conclude that a long lasting change in underlying strengths has occured.
