Elites in Uniform

Upon arriving at the Kremlin, Putin, who himself came from the security
services, tried very rapidly to mobilize the resources of the military.
The influence of the siloviki goes far beyond the administrative
sphere and can be felt in the economy, in particular in the energy sector.
In addition, the war against international terrorism has become a
political tool to justify military operations in Chechnya, but the result
is disastrous. The deterioration of the army remains a major problem.
It affects the men and their training, supervision and the structures of
command. But since Putin’s arrival at the Kremlin, the defense budget
has sharply increased.
