Effects and non effects of the presidential election

The presidential election by universal suffrage tends to give the political climate a more national aspect at the same time personalizing and bipolarizing it. Its electoral rhythm is accentuated and the chances of institutional conflict are increased. The degree to which the tendencies materialize, depends on three principal parameters ; the single or dual structure of the government, the presence or absence of a parliament having a clear and disciplined will, the existence or inexistence of an agreed to neutralization of the Presidency. Their combination allows the classification of the institutional Systems having dual electoral circuits and as a result of this classification, permits a better understanding of the interplay of the latent logic of the presidential election.
