Economic Diplomacy is no Longer the States’ Private Domain
Pouvoirs n°88 - La politique étrangère aujourd’hui - janvier 1999 - p.33-42
Nobody denies the importance taken by the economy as a major
domain of diplomatic activity. One could see in this development simply
the extension of the foreign actions of the states which remain the
leading agents of the international system. But one could, conversely,
stress the rise of the relative power of private economic agents and
therefore extend the definition of economic diplomacy to a new triangular
pattern of relationships, namely state-state, state-corporations
and corporations-corporations. It is within this triangle that the three
problems of the global political economy must and can be negociated :
the lack of regulation of international finance ; the criminalization of the
world economy and the lack of ethical guidelines in international economic
relations.
