Donald Trump’s Dealings with Congress: An Illusory Leadership

Should the Trump presidency be seen as a renewal of the “imperial presidency”, originally denounced by Arthur Schlesinger? Donald Trump’s postures could induce some to identify them as a form of authoritarianism, but this presidency is, on the contrary, the symptom of a polarised political system torn apart by partisan divisions, in which the executive’s actions are often thwarted. While Barack Obama’s presidency also illustrated the limits of presidential powers in a polarised partisan context, Donald Trump’s illustrates what happens when the presidency itself is polarised. It has become a mere shadow of the New Deal presidency. Henceforth, the host of the White House’s plebiscitary powers seem limited to the mobilisation of a narrow electoral base through the social networks and the multiplication of administrative fiats.
