The division of powers in the Church cannot be examined without taking into account the singularity of this institution as compared to all others in our society. In particular the fact that it is based on volontary and personal membership founded on faith or that it appeals to benevolence for a good deal of its organizations makes many of its structures fragile and creates a sharp recognition of its identity. The history of the Church’s institutions in a context of secularization shows a continual evolution in its organization and its division of powers. In this area Vatican II has undertaken a redistribution of responsability and a multiplication of authority ; the first stage of this process is described in this article.
