De Gaulle’s Constitutional Mystique: In the Shadow of the General
Pouvoirs n°174 - septembre 2020 - De Gaulle - p.25-38
The Fifth Republic is founded on de Gaulle’s constitutional mystique. Its ultimate purpose is the survival of the French nation. The people, regularly consulted, should occupy a central position. At the head of the state, the President of the Republic should set the way forward and, like in any complex organism, each institution should fulfil its assigned function and avoid the confusion of powers. The evolution of the constitutional text, of political customs and practices, and, more importantly, of society’s structures and aspirations, has weakened this mystique. Yet, de Gaulle’s constitutional imagination still bears on perceptions and behaviours, although it is out of step with contemporary political reality. Can we accept such a discrepancy?
