Committees, center of legislative action

Under the 1958 Constitution, parlementary committees lost most ofthe privileges grantes them under former constitutions. But, it appears that the committees have compensated legal handicap by an investigation of their technical role in the complicated process of drafting laws.

This tendency has been encouraged by the existence of stable majorities since 1962 ; this « majority tendency » has given all of its attention to legislative work, which, under the control of the opposition, largely resembles a highly animated dialogue between the government and its majority of which the Chairman of the Committee is the logical spokesman.
