« Chancellor’s Democracy » or the Triangle of Power

The constitution of Bonn, drawing on the experience of Weimar, together with the practices of the great chancellors (Adenauer, Brandt and Schmidt), have set up in the Federal Republic of Germany a « chancellor’s democracy ». This system is in some respects similar to the American or French presidential Systems, but it is much more fragile. The author recalls the political history of West Germany, in particular that of the relations between the chancellors and the party system. Chancellor democracy regularly goes through periods of acute crisis, which makes it unstable and liable to change (because of the uncertainty of the coalitions, for example). The author recommends a reform of the electoral System which would ensure a stable majority to enable the chancellor to exercise power.
