The world today is not only that of "sovereign" States. It lives with the threat of universal destruction but also within the framework of growing interdependence of societies, and of organisation and regulation of international relations.
The stalemate between East and West, partly accounts for the poor progress accomplished so far, The « coexistence » policy practised in the last twenty years has resulted in many disillusions.
We are thinking of another type of policy which would draw a line between the security of the States (i.e. their defence) and that of the ideologically dominant parties. Progress in both directions should be interdependent : for instance something like an intellectual and political NEP in the East which will contribute to reinstate free communication between East-West Europe within the framework of security Systems.
