Are French Senators Ghosts Parliamentarians?

The often negative image of the Senate is associated with the alleged conservatism of this institution, but also to some characteristics attached to the senators (such as their advanced age) and their assumed behaviour (notably their absenteeism). Since 2008, several reforms have attempted to modernise the Senate and to lower the age of its members. is paper provides an in-depth study of the pro le of French senators, of the impact of the recent reforms and of the way the senators understand their mandate. And it thereby tries to highlight the specificities of the French Senate.
