A Return to Parliament : Analysis of the Evolution

A return to Parliament under the Fifth Republic refers to a constant
trend, which from the constitutional revisions of 1963 to the current
ones consists in attenuating the roughest aspects of the rationalization
of parliamentary activities adopted in 1958. The Assemblies which
are neither sovereign nor submissive thus recover a space of freedom
without affecting the leading role of the Executive. After a degree of
refocusing, for Parliament this autonomy consists in legislating less
and controlling more. This being said, such a reassessment is constrained
by the parliamentary agenda dedicated mostly to legislative
work and, also and especially, to the majority logic. So much so that it
ends up being simply an element of the dialogue within the majority.
