Presidential power and Article 5 of the French Constitution

The practice of presidential power since 1958 has obscured the definition of it given in Article 5 of the Constitution. According to the text, presidential authority should have been exercised within quite narrowly defined areas : even here, moreover, the President’s interventions should have been fairly rare and his control far from monopolistic. The Constitution does not put him in charge of the whole national interest but only of a certain number of interests vital for the country. These are clearly limited and the constitutional competence of the President is linked only to them.
